I have an issue with my PC

PC boots as normal, then hangs. Lights stay on the PC (power light and small blue light that is hidden behind a panel that I cant be bothered to remove)

Video signal lost and will not power down with the power / reset switch. When rebooting (pull the cable out and reset PSU) you get video back, but no prompt to get into BIOS. Only graphics card init then windows splash screen

This happens in both Linux and <spit> Windows....

I have changed the Hard Drive so know thats OK.

Any suggestions?
